The best way to know who are the services streaming the World Cup is to look at the media rights:

TOD (MENA)
Jio Cinema (India)
FIFA+ (Brazil)
TOD (MENA)
beIN Media Group owns the exclusive exclusive media rights for the World Cup in the Middle East & North Africa region.
TOD is a SVOD streaming service but created 3 specific pay-per-view packages for the World Cup:
Day ticket: 10$/day
Tournament ticket: 80$/all games
knockout package: 49$/final phase
The content available on the FIFA World Cup section: Full matches, daily shows, highlights, 60-Second Recap, World Cup Stories, FIFA World Cup 2022 Magazine Show, Stadium Guides, etc.
We don’t have the official number of viewers coming from TOD yet, but looking at the Web & Mobile visits recorded in the past 3 months, it should be striking.

JIO Cinema (India)
All the sports properties of Viacom18, the entertainment network owned by Reliance Industries and Viacom, have been brought on their streaming service Jio Cinema.
The FIFA World Cup is available for free on the Jio Cinema App across iOS, Android and Connected TV, and the App was also opened up for download for non-Jio telecom subscribers.
The Content available on the streaming service: live coverage of the tournament in English, Hindi, Malayalam, Bengali and Tamil. JIO cinema also offers highlights, best of the games, memorable moments, all goals, etc.
While Viacom18 Sports has not shared digital viewership data, sources state that the tournament has generated over 1.1 billion views, as of December 5. The iOS & Android Apps were also the most downloaded free App of the stores since the event kicked off. Finally, the Web & Mobile visits look already astonishing:
FIFA+ (Brazil)
FIFA introduced the streaming service FIFA+ on April this year. The service wasn’t supposed to offer live games, But everything changed just before the start of the World Cup.
FIFA have agreed a deal to stream all 64 matches of the World Cup live and for free on FIFA+. As part of the deal, the Brazilian icon Ronaldo partnered with FIFA+ to produce exclusive content. Twitch streamer Casimiro also broadcasted one match from the FIFA World Cup daily, including all matches of the Brazilian national team.

If we look at the worldwide Web & Mobile visits of FIFA+, we can see a huge increase from October to November. What’s interesting is that almost 10% of the visits come from Brazil. Can you imagine what will be the traffic in December?
